Victor Elementary School District offers health and welfare benefits to all eligible employees. Our goal is to provide resources to keep you informed so that you may utilize the plan benefits to their fullest potential.

Medical Plans for active and eligible retired VETA Bargaining Unit Members are available through Self-Insured Schools of California (SISC).  Plan options include Blue Shield PPO, Blue Shield HMO and Kaiser HMO.  Benefit Summaries are available in the tabs below.

Our VESD Benefits Open Enrollment Period is May 8 through May 26, 2023. 
This is your once-a-year opportunity to make changes to your benefits. 

No action is needed on your part unless you are making changes to your coverages.

Examples of changes you can make during open enrollment:
- change from HMO to PPO plan or vice versa
- change insurance carrier, Kaiser to Blue Shield or vice versa
- add or drop spouse and/or dependent(s)
- enroll in, cancel or change optional voluntary insurance plans such as Section 125 Flexible Spending Accounts, 403(b) or 457(b) voluntary retirement plans (scroll to bottom of page for information on optional plans).

If you are changing medical plans, you will need to complete an enrollment form for the plan of your choice and submit your completed form to the Personnel Department no later than May 26, 2023 for an effective date of October 1, 2023. Forms are available below.  

If you are adding or dropping a spouse and/or dependent(s) you will need to complete a SISC Enrollment Change Form, a Delta Dental Change Form and a VSP Vision Change Form.  If adding a spouse or dependent(s) you will also need to provide eligibility documentation for them, click HERE for a list of accepted documents.

Effective Dates:
- Open Enrollment changes to medical plans go into effect on October 1, 2023
- Open Enrollment changes made to dental, vision or voluntary supplemental plans go into effect July 1, 2023.

Submit completed open enrollment change forms and documentation to the Personnel Department as soon as possible but no later than May 26, 2023.

Life Insurance
Basic and Voluntary Life AD&D benefits will be moving from Mutual of Omaha to MetLife with improved benefits.  The Basic Life AD&D Benefit amount is increasing to $50,000.  All Current elections will carry over to MetLife starting July 2023, however, a special open enrollment will occur later this year for employees to update their voluntary Life AD&D benefit elections.  If you want to discontinue your Voluntary Life AD&D insurance, please contact the Personnel Department for assistance.

Insurance representatives will be available to meet with you and Personnel Department staff will be present to help you with forms for your open enrollment insurance changes.

Optional Voluntary Insurance Plans
Enrollment, cancellation or changes to these plans can be made during the open enrollment period, May 8 through May 26, 2023 with changes becoming effective July 1, 2023. The cost to enroll in these plans is processed as a payroll deduction.

Section 125 Flexible Spending Account Plans
American Fidelity is our district's third-party administrator for the Section 125 Health and Dependent Care Flexible Spending Account Plans. 
CLICK HERE to schedule an appointment with an American Fidelity Representative or call American Fidelity directly at 1-800-365-9180, option 0, to receive information, cancel, enroll for the first time, or continue enrollment. Employees enrolled in a Section 125 Flexible Spending Account must re-enroll every year to continue participating their FSA plan.

403(b) and Roth 403(b) Voluntary Retirement Plan
